The tau1av run on this day is useless. 
There was probably a radar controller timing error
causing a big spike at a large range. Both vhf1 and vhf2 
data are affected.   MTR20040428

The tau2pl data from Tromso show large, about 50%,
differences in F-region densities compared to
ionosonde. This is the subject of  report by
Rietveld et al., 2004.
Possibly wet snow in the Tromso antenna is the cause.
